وزير بمواجهة مع اللواء.. سابقة أمنية .. عماد عثمان أمام القضاء … إقالة لثمانية ضباط والشمالي: ليتدخل المفتي

كواليس – بلد مع وقف التنفيذ، ورئيسه معلق على شبكة دولية وإعادة انتشار للمواقف والخيارات المحلية، ولبنان الذي غادره الفرنسي يعاينه القطري وتعالجه الخماسية في بيان نيويورك، لكنه لن يصل إلى التصفيات الرئاسية النهائية، والسادة اللبنانيون في مواقع المسؤولية ليسوا على استعداد لتحريك الإدارة المعطلة، فحركها وزير الداخلية في حكومة تصريف الأعمال قضائياً، ليدخل “معركة” رئاسة الحكومة باكراً من بوابة “صراعه وحربه ومعركته” مع مدير عام قوى الأمن الداخلي اللواء عماد عثمان “منعطفاً مفصليا” في تاريخ السياسة اللبنانية والأمنية، من خلال توجّه مولوي إلى إعطاء إذن ب”ملاحقة” اللواء عثمان، في جميع القضايا المرفوعة ضدّه في القضائين “العسكري والعدلي”، رغم أن وزراء الداخلية السابقين، كانوا “يتمنّعون عن الدخول في إجراء كهذا”.

الوزير مولوي الذي يجاهر أنه في وزارة الداخلية والبلديات “يجهد بالوقوف مع الشعب أمنيا وإدارياً وفي فتح ملفات لها علاقة بمحاربة الفساد”، كان لافتاً الإشارة منه “سنكمل مع شركائنا ببناء الوطن”، وهنا تبدو الشراكة أبعد من “وزارة” ليقارب في ملفها حدود “الرئاسة الثالثة”، مؤكداً على عدم تراجعه ب”إعطاء الأذونات اللازمة التي وردتنا من القضاء المختص لملاحقة المرتكبين”، ووفقاً لذلك تسأل مراجع سياسية وأمنية رفيعة عن الرابط بين كلام مولوي وبين “إعطاء إذن بملاحقة اللواء عثمان”، وما سبقها وتبعها من “إقالة ضباط من مراكز أمنية وإدارية حساسة” منها ووضعهم بالتصرف، حيث وصل عددهم ثمانية ضباط وآخرهم ثلاثة ضباط تمت اقالتهم خلال الأسبوع الماضي وفق معلومات تناقلتها مصادر رفيعة ومقربة عن مصادر أمنية رفيعة.

إذا هي حرب ضروس طاحنة تدار معركتها من بوابة الداخلية على الضباط السنة يقودها الوزير في مواجهة اللواء جاعلاً منها معبراً وصوليا إلى “رئاسة” الحكومة ك”معركة استرضاء وتقديم أوراق اعتماد” عند من يقود حرباً شرسة لرئاسة الجمهورية والذي قاد تعطيلا سياسياً لبلد انهكته الوصولية والتفرد في القرارات التعطيلية.

الشمالي

وفي السياق، طالب الناشط السياسي علاء الشمالي، رأس الهرم “السني” سماحة مفتي الجمهورية عبد اللطيف دريان لأن يرأب الصدع الحاصل بين الوزير مولوي واللواء عثمان بحكمته ومسؤوليته العالية ويعمل على “حلحلة الاشكالية” كما عهدناه، لأنه يكفي المواطن تعطيلا في مصالحه وشؤونه.

وقال الشمالي في مناشدته يعز علينا أن تصل الأمور إلى هذا المستوى من “الإسفاف والتراشق”، بين وزير الداخلية ومدير عام الأمن الداخلي في وطن مرهون للمحاصصات، في وطن محكوم حالياً لأمر الوالي الذي نصب نفسه رئيساً للجمهورية، ورئيساً للحكومة ورئيساً لمجلس النواب، بعدما “انتهج نهج التعطيل ونسف كل المؤسسات الدستورية”.

أضاف، ولبنان اليوم أحوج لأن تبقى المؤسسة الأمنية واقفة بوجه الانهيارات، وفي ظل هذه الظروف العاتية، خاصة أن هناك “سياسة متخذة لضرب المؤسسات الأساسية لإعلان تحلل الدولة اللبنانية”، وأثبت مدير عام الأمن الداخلي اللواء عماد عثمان خلال المرحلة المنصرمة أنه جدير ب”حماية هذه المؤسسة من الانزلاقات بكفاءته وحكمته وقدرته على امساك العصا من الوسط”، وعلى وزير الداخلية أن “يعيد النظر بقراره” السماح بملاحقة اللواء عثمان، لأن هذا القرار يجعل المديرية من دون رأس، ما يأخذنا من جديد لأن “يحل الوكيل بدلاً عن الأصيل” كما باقي المؤسسات.

مرعب

بدوره نقل المفتش العام المساعد لدار الفتوى الشيخ حسن مرعب عن مفتي الجمهورية الشيخ عبد اللطيف ‫دريان‬ “التوصّل إلى حلّ الخلاف بين وزير الداخلية واللواء عثمان‬ يفضي إلى لقاء بين طرفي النزاع.

وعليه من المفترض “أن يزور مولوي‬ دريان صباح الإثنين على أن يزوره عثمان بعده، ويُعمل على عقد لقاء نهائي بين الطرفين برعاية المفتي”.

He added, Lebanon today is in need of the security establishment to remain standing in the face of collapse, and in light of these harsh circumstances, especially since there is “a policy taken to strike the basic institutions to declare the dissolution of the Lebanese state,” and the Director General of Internal Security, Major General Imad Othman, has proven during the past period that he is worthy of “protection.” This institution is slipping due to his competence, wisdom, and ability to hold the stick from the middle.” The Minister of the Interior must “reconsider his decision” to allow the prosecution of Major General Othman, because this decision leaves the directorate without a head, which takes us once again to “replacing the agent in place of the principal,” as The rest of the institutions.

Mereb

In turn, the Assistant Inspector General of Dar Al-Fatwa, Sheikh Hassan Mereb, quoted the Grand Mufti of the Republic, Sheikh Abdul Latif Derian, “Achieving a solution to the dispute between the Minister of the Interior and Major General Othman will lead to a meeting between the two sides of the conflict.”

Accordingly, it is assumed that “Mawlawi will visit Derian on Monday morning, followed by Othman, and a final meeting will be held between the two parties under the auspices of the Mufti.”
